I have had an opportunity to read your despatch
"Hong Kong: A change of destiny" during the holiday
period, and to think about the points you make in it.
It is an important document, and I wanted to thank you
personally for it.

I agree with your assessment of the United Kingdom's
moral responsibility to the people of Hong Kong, a
responsibility which the Prime Minister publicly accepted
I have no hesitation in saying that in
negotiating the Joint Declaration we have discharged it
to the best of our ability, and my impression is that the
people of Hong Kong generally accept this.
The
responsibility does not however end with the ratification
of the Joint Declaration, and we for Our part will
continue to do all we can to see that it is faithfully
implemented
