I would be grateful for your comments on the attached draft reply to John Chan's letter of 10 May, based on your minute to Mr Bedford of 3 June.
2. Hong Kong's planned time scale for localisation seems fine to me, but it is important that they inform us of specific measures in good time so that he can prepare the necessary Orders in Council under paragraph 3 of the schedule to the Hong Kong Act. I presume that it is our intention to authorise laws with extra-territorial effect on
case by case basis, rather than to grant to Hong Kong the general government right to legislate with extra-territorial effect.

3. I would also be grateful for your comments on the attached draft minute from the PUS to Permanent Secretary, informing them of our wish that no new legislation be applied to Hong Kong without consultation, and convering submission. Is there some less cumbersome way that we could communicate this information via legal advisers or through the QL Committee?
