There is of course another aspect of this which we will

need to keep in mind, namely the extent, if any, to which we

might suggest to Hong Kong that some connection remains desirable.

This is part of the problem of Hong Kong and the Commonwealth

on which Mr Powell wrote to Mrs Robins on 23 April 1985 and

I think we might take it up in that context rather than in the

present one.
