1. Thank you for your letter of 10 May.

Your action plan for the localisation of legislation seems fine to us. The important thing from our point of view is that we should be consulted in time to prepare the necessary Orders in Council under paragraph 3 of the Schedule to the Hong Kong Act.

There is no comprehensive list of primary or secondary legislation applicable to Hong Kong available to us. I enclose however:
a) a copy of the section of the Index to Government Orders
giving a list of secondary legislation applicable to Hong Kong.
and b) a copy of the section of the index of statutes giving
"colonial laws" which will include most primary legislation applicable to Hong Kong. Neither of these lists are necessarily comprehensive, but they may prove useful as a supplement to Appendix II to the laws of Hong Kong.
4. We will now notify Whitehall Departments through legal advisers that no new legislation should be extended to Hong Kong without consulting the Hong Kong Government through us. We will copy the instructions to you separately.
