In the light of this programme of localisation no new UK

legislation should be applied to Hong Kong without prior

consultation with the Hong Kong Government through the

Hong Kong Department of the Foreign and Commonwealth

Office. I would be grateful if you could therefore

ensure that this department is consulted at as early a

stage as possible in any case where it is proposed that

new or amending legislation under the responsibility of

your department should be applied to Hong Kong. This

will ensure that no new legislation is introduced which

later has to be "localised".
