REPLACEMENTS FOR HONG KONG PASSPORTS

Thank you for your letter of 17 September. We have checked our 1984 records and have found that we issued 272 replacement passports to British Dependent Territories Citizens of Hong Kong; only 8 replaced passports which had been lost.

In such passports the holder is described as a BDTC and the passport is endorsed HOLDER HAS THE RIGHT OF ABODE IN HONG KONG. They are therefore all controllable so far as the United Kingdom is concerned. Surely the Immigration Officer at the United Kingdom port of entry would be able to establish this from a glance at the observations page of the passport? Or, do we need an additional endorsement stating that "Holder is subject to control under the Immigration Act 1971
