Dear Michael,

Visa Problems in France

At last Friday's meeting with the Chief Secretary you may recall that Francis TIEN made reference to his brush with an immigration officer in Paris. A brief report on the

incident is attached.

The Chief Secretary said the matter should be taken up with the French and I should be grateful if you would steer it in the right direction. Evidently, Mr. TIEN mentioned to the immigration officer that he had not required a visa before. He was told Hong Kong's position had changed possibly arising from the fact that Mr. TIEN was travelling on a BDTC rather than a CUKC passport and, as reported, he was advised that he would need a visa next time.
