1. Mrs Prist spoke to me on 3 September to the effect that you had reservations about our draft letter to Mexico City circulated to you on 15 August. In the absence of comment from you by 20 August I assumed that you had no objection to its terms (which were similar to earlier letters to certain posts in Scandinavia). MCAD and WIAD signified their agreement within two or three days. In view of the importance attached to the subject by the Hong Kong Government our letter issued on 20 August. As you will see from the attached copy it was in fact copied to HKD at the time.

I have now asked Mexico City by telegram dated 3 September to suspend action for the time being. They have not yet replied but

I doubt whether action has yet been taken. In the meantime please let me know how you wish the instructions to be revised.
