Flags A, B, C, D and E relate to this saga, which has been dealt with by Future Section.

2. Briefly, the MVD draft letter was only received in the Department on 19 August, although the covering minute was dated 15 August and because of pressure of other work could not be commented on immediately. In the absence of any reply from us, MVD issued their letter as drafted. However, Mrs Priest's

comments to Mr Ehrman and redraft of certain passages in the letter make clear that we would have liked a slightly different and stronger emphasis to have been placed on the status of BN(O)s. But MVD have suspended their instructions and we have a second chance. If you agree therefore, I think that we should let MVD have our comments on the point about BN(O) for issue in

the Mexicans raise the question, perhaps along the lines of the attached draft minute from you to Mr Miller.
