Your comments (below) on para 3 (c) of the draft letter to Hong Kong.
2. I have expanded para 3(c) in the light of my discussions with Mr Grainger and with NTD. They agree the revised formulation.
3. Mr Grainger and NTD have confirmed that we are referring in para 3(c) to a whole gamut of international agreements/ arrangements (ranging eg from extradition agreements to reciprocal medical insurance agreements) which are applicable to categories of British nationals. They have said that the nature and scope of such agreements/arrangements is extensive and that it would be better not to single out specific examples in the context of this letter. The point to get across to Hong Kong is that we shall be seeking to ensure that BN(0)s are encompassed in the kind of agreements/arrangements referred to in para 3(C).
