get round this on the basis of the terms of the agreement

and exchange of memoranda and to convince the Canadians

that Hong Kong is a special case.

We were pleased to note that your German and Swedish

colleagues are, seemingly against the general current,

taking a helpful line on Hong Kong BDTC's (John Boyd's

letters of 28 and 30 March to William Ehrman). We will

of course bear this in mind as our plans develop.
