Following questions from Mr Hartling of UNHCR and several MPs
you asked for a line to take on what arrangements had been made for the Hong Kong border after 1997 and the question of immigration for (ca Chinese to Hong Kong. I attach a line to take agreed with the Department's Legal Counsellor. You should know that the agreement
does not define the sea boundaries of Hong Kong which could at a
later stage become a sensitive issue.
