I minuted to you today about a revised draft paper for Hong Kong's Executive Council on Hong Kong's participation in GATT and the CCC. In doing so, I said that I would be minuting separately about drafts of the three types of declaration to the GATT to which para 15 of that paper referred.

2. You will have seen copies of Tony Galsworthy's April to John Boyd in Hong Kong. The second of these contained illustrative first drafts of three types of declaration which could be made to the GATT in the context of seeking GATT contracting party status for Hong Kong under Article XXVI 5(c).
