2. I attach a revised version of the draft EXCO paper which takes into account all the comments we received on the original from you, UKMIS Geneva and Peking. References (copies of which you should already have) are:
(a) UKMIS Geneva telnos 182 and 192.
(b) Peking telno 683.
(c) Hong Kong telno 894.
(d) Mr Fifoot's minute of 13 May to Mr Galsworthy.
Others to whom we copied the text (ECD (E), FED, TRED, Washington, UKREP Brussels) either have no comments or have offered none.
3. Could you please let me know by lunchtime on Tuesday 28 May if you are happy with the revised paper? We wish to clear a definitive FCO version as quickly as possible with the DTI and with HM Customs and Excise (for the Customs Cooperation Council aspects). We then have to send the text to Hong Kong
with a covering, explanatory telegram.
4. We shall need to add something to the paper to take account of the constitutional matters which Mr Fifoot has brought to our notice. However, this need not delay DTI consideration of its substance.
