Paras 6-9 of the revised draft paper reflect the views which HKD made known to you. My only additional comment is that the first sentence of para 8 might be strengthened by the omission of the words "in theory".

We are happy to accept Mr Ashton's judgement that the word "jeopardised" in the first sentence of para 9 should be replaced

with "impossible".
