The Express: All people who have some political knowledge know that recognising the Basic Law means recognising the communist constitution and system. Thus, it is understandable that

genuine supporters of the nationalist Government

have refused to participate in Basic Law consultation.

HKU lecturer Johannes Chan: A bill of rights should be included in the

Basic Law to avoid abuse of power by the administration.

The Basic Law should not be debated formally at Legco but Legco members are free to discuss major issues such as the Basic Law in their personal capacity.

Chief Secretary Sir David Akers-Jones: The Government will not forbid civil servants from sitting on the BLCC if they are invited.
