servants should be
allowed to sit on the Basic Law consultative committee.
HKU lecturer Dr Nelson Chow: It will facilitate communication between the drafting and the
consultative committees for some drafting Committee members to sit on the consultative committee as well.
Lau Nai-keung of Meeting Point: There is no leader-subordinate
relationship between the drafting and consultative committees as the drafting group is only the convenor of the
advisory panel. Some members of the
consultative group should be selected directly by community groups.
