The Financial Daily: That there will not be a formal consultation period on the draft constitution for the consultative committee only means that the authorities concerned need not have to be accountable to the public.

Ta Kung Pao: Although there will not be a formal consultation period to gauge public views on the draft constitution, HK people can still put forward their views in the two weeks prior to the drafting committee members' meeting on September 7 when the consultation is expected to be finalised.

Wen Wei Po: It will facilitate communications between the drafting and the consultative committees for some drafting committee members to sit on the consultative group as

well.

published but public

views expressed will be taken into consideration when the HK drafting committee members meet on September 7.

Drafting committee member Szeto Wah: The decision to accept donations to support the work of the consultative panel will not open the door to undesirable influences or manipulations.

An official at the Government Secretariat: The question of whether civil servants should join the consultative committee will be discussed over the next couple of days. Whether or not civil servants

should sit on the committee depends on the nature of the job they hold. There should not be too much problem if the civil servants invited to sit on the group will do so in their private capacity.
