Drafting committee member Cha Chi-ming (in a series of articles): The central government should seek the consent of the SAR government if it wants to amend the Basic Law. Conversely, if the SAR wants to amend the law, it should get the nod of the central government. But in both cases, the amendment should first
receive the consent of the proposed Advisory Council.
Drafting committee member Szeto Wah: It will be up to the 25 drafting committee members in HK to decide whether the submissions to the six- member group should be made public.
HK Belongers Association: Members of the Basic law consultative committee can be selected through nominations and by invitations.
