Source quoted by the Financial Daily: The general secretary of NCNA HK branch, Yang Qi, has said the constitution will be made public for consultation before August 20 although the six-member working group has already indicated otherwise. It is

understood that he has not sought clearance from

the drafting committee members in HK before making the remark.

NT General Chamber of

Commerce: Plans to set up

a Basic Law concerned group to collect the views of the NT business community on the Basic Law.

HK drafting member Louis Cha: It is possible that some middle- and low- ranking Chinese cadres responsible for HK affairs after 1997 may not follow the central Government's policy of strict adherence to the provisions of the Basic Law and the Joint Declaration. If HK has a sound democratic system and a legislature fully representative of the local people, then it will be able to argue its case and make China act in accordance with the

Basic Law. HK can even make Peking remove the cadres who do not follow

the Basic Law.
