proceedings has been relaxed mainly because of the open attitude of Chinese leaders.

Umeclo member Lydia Dunn: It will not be

unconstitutional for the Unofficials to express their views on Basic Law drafting either in their private capacity or in the name of the council, and both within and outside the council. Legco members have an obligation to collect residents' views on Basic Law drafting and reflect them to Peking through the drafting or the consultative committees and even to Chinese

officials direct.
