NCNA spokesman: Yang Sheng attended the first meeting of the six-member working group on July 23 because the 25 drafting committee members in HK have agreed that the NCNA will assist with the setting up of the consultative committee.
Macau Affairs Office. As
an alternative, Peking
can authorise the NCNA HK branch to take charge of the organisation of the consultative body.
The HK Times: The Basic Law drafting and consultative committees are the biggest farce in HK's history.

(report) Five Wong Tai Sin DB members have recently planned to table
a motion to discuss Basic Law drafting at the board's meetings. However, the District Officer eventually succeeds in persuading them not to do so.
HK drafting member Louis Cha (interview with Ming Pao): The confidentiality rule for the Basic Law drafting committee meetings should be relaxed. This is supported by a number of other HK members on the grounds that the public should know what is in store for them although a Chinese member
disagrees.
