Sing Pao: All sectors of the community should speak up on the Basic Law. More grassroots representatives and young people should be included in the consul tative committee.

HK Economic Journal: The drafting committee has failed to take into consideration the question that the Basic Law formulation should keep pace with the administrative reforms in

HK.

Financial Daily: HK people should have the chance to know more about what has been discussed in Peking.

Ta Kung Pao: Both the Basic Law and the "one country, two systems" plan are unprecedented. Therefore, HK people should join forces to make them work.

Tin Tin Daily News: We support China's decision to make the consultative committee a non- government body. The fact that China has respected minority views in the drafting committee meeting is a manifestation of the true spirit of democracy.

Sources: The 25 members of the drafting committee in HK will hold their first meeting on July 17 to discuss the setting up of the consul tative committee.

* CPPCC delegate Ho Sai-chu: Although the Chinese members outnumber the HK members on the drafting committee, there should be no cause for alarm. The possibility of the drafting committee resorting to a vote will be very sl im as decisions will be made through consultation.

UC member Joseph Chan: China should set up a central secretariat in HK

to oversee the work of

the consul tative

committee.

HK Polytechnic Student Union: the

confidentiality rule for

the drafting committee's

meeting should be

lifted.
