Explanatory notes on the date of the Preparatory Meeting for the Inception of the Basic Law Consultative Committee and the "Method of Selecting Members of the Executive
Committee of the Basic Law Consultative Committee"

1. Eversince the conveners began to prepare for the setting up
of the Consultative Committee, members of the public have been hoping to see the Committee established as soon as possible.
Now, the members of the Consultative Committee have been
selected and some members of the Drafting Committee from the
mainland will be coming to Hong Kong in connection with the
meeting of the Drafting Committee to be held in March/April
next year.
In view of the urgency of the issue, it is the
ardent wish of the Ad Hoc Group of Conveners that the Consultative
Committee will be established as soon as possible in response to
public wishes. At the same time, the Ad Hoc Group of Conveners has decided to call a preparatory meeting for the inception of
the Consultative Committee on 6 December, in accordance with the
provision that "the first full meeting of the Consultative
Committee shall be held within 14 days of the publication of
the full membership list" laid down in the "Method of Selecting
Members of the Basic Law Consultative Committee" endorsed at
the 4th meeting of the BLCC conveners on 28 September 1985. (Please refer to news reports of 29 September)

The response of the Consultative Committee members to the notice
of meeting sent out by the Ad Hoc Group of Conveners on the 25th of this month and the letter containing the proposed method of
selecting members of the Executive Committee of the BLCC is as
follows: A total of 168 members raised no objection, which means
they accept the method proposed by the Ad Hoc Group of Conveners; 5 members did not raise any divergent opinion but opined that there was not enough time; 2 members furnished supplementary views while 5 raised divergent opinions.
