Willing to cooperate with elected members to fully develop the functions of Legco
A: What you've seen are problems of the transition. We are moving from one system to another. Under the extension of the appointive system, Unofficial members are being changed in batches. Experienced councillors are retained to run the business while new councillors learn the work and would express their views after a period of observation. On the other hand, the long-established election system also has its own ways to maintain its continuity. The ruling party often discusses with the opposition parties major policies and allow them to read part of the confidential documents. The move is taken not to equip the opponents with weapons to attack the ruling party, but in the hope that they would adopt the same step once they are in power. This is why the ruling party has a financial secretary and a foreign secretary, and the opposition has a shadow financial secretary and a shadow foreign secretary to keep a close watch on them like the reserves. The shadow secretaries know the work of the secretaries well, and they might become the financial secretary and foreign secretary if their party wins in the next elections. It is a continuation of the election system. But now we are facing the beginning of a new system, not the continuation of an old one. The problems would gradually dissipate after a few elections.
