Q: But what significance would it carry if China only appointed the principal officials while ministers still held the real power in Exco? Would it be feasible for the chief executive to choose and appoint from among Legco members ministers who would then form Exco?

A:

In this way, ministers would become the "principal officials" who should be appointed by the Chinese Central Government instead of the chief executive. But what would be the effect of this plan on Government officials? This should be given careful consideration.

Q: We have mentioned earlier that ministers could be elected from among Legco members. This method would neither do China much good because ministers would not be appointed by the country.

A: I fully understand this. That is why I said there are many problems in this. At the moment, I could not provide all the answers because the situation is very complicated. We could not freely plan the government structure. We already have some restrictions. First of all, the legislature would be formed by elections. Secondly, the chief executive and principal officials would have to be appointed by the Chinese Central Government.

Q: How could we handle the situation if, on the one hand, a ministerial system would inevitably come about, but on the other hand, China was not quite happy with this development?

A: It is not an easy task, and we have to think it over carefully. The situation is difficult and we must think twice before action is taken. But the public in general have not yet had a good understanding of the problems, in particular those who have no knowledge in management and experience in organisation. The first step we have to take is to point out that there are major problems.

Q: The next step is to handle the 1987 review. Are there any areas where special attention has to be paid?

A: Every area has to be taken care of. Areas such as direct elections, indirect elections, DBs and functional constituencies have to be reviewed. But whether amendments should be made and how amendments should be made is another thing.
