sign a written proposal to amend it.
Amendments
proposed must be discussed by the general meeting
of the Consultative Committee and is only effective if
three quarters of all the members agree.
15. Funds
The funds for the Consultative Committee will
be raised initially by the Hong Kong members of
the Drafting Committee. In case this is not sufficient,
the outstanding sum will be raised by the Consultative
Committee and a "Trust Fund of the Basic Law Consultative
Committee of the Hong Kong Special Administrative
Region of the People's Republic of China" will be
set up.
The running cost of the Consultative
Committee will be paid out by a trustee or a trustee
Company in accordance with the budget passed by the
Executive Committee of the Consultative Committee.
