Members of the Consutative Committee can join these
special groups in accordance with their own
expertise. The groups can recruit experts outside.

groups are accountable to the Executive Committee and
can lay down their own working procedures.
12. Secretariat
A. The Secretariat is an organ set up under the
Consultative Committee and is responsible for the i
day-to-day functioning of the Committee under the
leadership of the Executive Committee.
B.
The Secretariat will have one secretary-general,
two to three deputy secretaries-general and
a number of other staff. The secretary-general
will be selected in the manner stated in 9C
above, while the deputy secretaries-general and
other staff will be recruited by the director,
deputy directors and secretary-general of the
Consultative Committee which will use its own
funds to pay their salaries.
