7. Methodology

The Consultative Committee will maintain contact with members of the public, community groups and consultative bodies. It will study in depth the views and suggestions on the contents of the Basic Law, based on a spirit

of unity and democratic consultation, by

taking into account all different views

instead of striving for unanimity. It should arrange these different views in order and

reflect them faithfully to the Drafting

Committee. Apart from matters of procedural technicality which can be decided by voting,

all questions related to the contents of

the Basic Law should be dealt with by

democratic consultation rather than by voting.

The Consultative Committee can lay down its own

working procedures.

8. Membership

A. Those who agree with the objective of the

Consultative Committee and who abide by

this constitution, and who possess one

of the following qualifications

are eligible to be invited or to be invited upon recommendation to sit on the Consultative

Committee :
