towards the world, and to initiate and facilitate new innovation within China. This would serve to reinforce our belief that the Central Government would in the years to come respect the differences in the two systems in China and the HKSAR and fulfil its obligations as provided in the Basic Law. Hong Kong people should also intensify its own. education on the rule of law and democracy, and learn how to govern themselves. Hong Kong people should, in their collective wisdom, learn to make laws which are fair, reasonable, and consistent with the spirit of the Basic Law and should respect and uphold principles of procedural justice. Hong Kong people should abide by all the proced- ural rules governing the operation of the whole system, accpet fair competition and should not neglect or sacrifice these principles for immediate gains. We feel that we Chinese people do often. make mistakes of this nature.
(3) The Historical record-the coming 13 years
The Central Government should in the coming period of transition, display their tolerance and genuine intention of allowing Hong Kong to retain its differences. The Central Government should also be able to show that the existing open policy of China and the process of rebuilding its existing legal system would be steadily. maintained. The democratic attitude to be displayed by China towards Hong Kong in the course of its drafting and making of the Basic Law would be a most effective and convincing historical record.
