We should note that, although it may help to maintain confidence in Hong Kong to have a very detailed Basic Law, we may on the other hand lose the flexibility of adapting to changes and may constantly have to face the need to amend the Basic Law. Moreover, "one country, two systems" is an unprecedented experience and many people in Hong Kong are truly in lack of confidence. We think the problem of confidence should be the paramount consideration.

III. The social bases of the Basic Law:-

(1) The political and economic factors-The practical

approach of China

-

Hong Kong has a positive role to play in the modernization plan of China.

- The successful experience of Hong Kong may have a positive effect on the process of unificat- ion of China and Taiwan. In this connection, it should be noted that any measure to be taken by the Chinese Central Government in dealing with Hong Kong would have a psychological impact on Taiwan, for instance, the stationing of troops in Hong Kong. If the Central Govern- ment were to announce that Taiwan should be dealt with differently from Hong Kong, then the confidence of the people in these two areas would both be adversely affected. All in all, the unification of Hong Kong with China is only a first stage in the whole process of national unification and the Central Government should always aim at the successful and final unification of the whole Country.

(2) Social factors-The tradition of the rule of law and

democracy.

In view of the difficult problems left behind by the cultural revolution, China has firmly decided to rebuild its legal system, to adopt an open policy
