Security Committee.
46. In order to ensure the proper co-ordination of internal security within the administration a Security Committee, chaired by the Governor, will be required. This will comprise three elements:-
(1) the Chief Minister, the Ministers of Finance, Law, and District Administration;
(ii) the Commissioner of Police, the senior military commander, and the intelligence chief;
(iii) The Secretary for Foreign Affairs and the Secretary for Security.
Principal Officials.
47. The Secretary for Foreign Affairs, the Secretary for Security, and the Secretary for the Civil Service will be civil servants directly answerable to the Governor and not to a minister. These officers, the Commissioner of Police, and the Commissioner Against Corruption will be nominated by the Governor and appointed by the Central People's Government in accordance with Article I of Annex I. All other civil service appointments will be made by the Governor acting in accordance with the provisions of Article IV of Annex I.
48. The Secretary for Foreign Affairs will be responsible to the Governor for carrying out the instructions of the Chinese People's Government on foreign affairs. His office will absorb that of the Political Adviser and the remaining work of the present Special Duties Branch.
49. The Secretary for Security will be responsible to the Governor for defence matters but some of the areas of responsibility of the present Secretary, e.g. prisons or fire services, may be transferred to a minister.
50. The Secretary for the Civil Service will be responsible to the Governor for all staff matters relating to the Civil Service, and the Independent Commission Against Corruption. This arrangement is proposed to insulate civil service matters from the political scene.
