Working Methods of the Drafting Committee

During the whole course of drafting the Basic

Law, we shall have to study carefully the Sino-British Joint Declaration, to carry out investigation and research, to make wide consultation and to fully consider the wills and wishes of the Hong Kong compatriots from all walks of life. The Drafting Committee will conduct its work on the principle of democratic consultation. When discussing the various

problems, the Committee itself shall have to develop democracy, to get things off one's chest, to air one's

In views and to solve problems by way of consultation the course of drafting the Basic Law, the relevant provisions

as laid down in the Sino-British Joint Declaration serve

as our common basis and guidelines. As long as we act in the spirit of democratic consultation so as to give full play to collective wisdom, any problem that is likely to

happen would not be difficult to solve.

It is envisaged that the Drafting Committee will

hold two to three full sessions each year. In view of the

heavy commitments of each and every member, who has his own career, the duration of each sitting shall not be too long; generally it would not be over 5 days.

In consideration of the need arising from practical

work, we suggest that a secretariat be set up under the

Drafting Committee as its office to assist its day-to-day

work, including the comphrensive collation of writings, the preparation for meetings and the general affairs of the Drafting Committee. The secretariat is to be physically

tasked by the secretary-general and the vice secretary-

general of the Drafting Committee.
