non- govemmental Basic Law Consultative Committee is a civil consultative body while the Basic Law Drafting Committee is a working organ to draft the
Basic Law. The two are different in nature and function. They have no relations of relative superiority or inferiority because there is
no leader and no subordinate between the two of them. Our common
target is to actively contribute ourselves towards the drafting of
the Basic Law.
Some members suggested that the tenure of the appointment should be stipulated. The Baric Law Drafting Committee is set up for the special assignment of drafting the Basic Law. It is not a long-
standing setup. Since the Standing Committee of the National People's
Congress has appointed us to be members of the Basic Law Drafting
Committee, then we have to keep on working until we have completed the
drafting of the Basic Law. Once our assignment has been accomplished,
our appointment as members of the drafting committee will also come to
an end. On this account, we have to work strenuously and persistently until the Basic Law is formally promulgated.
Some members hope that the time for each session will be
fixed well beforehand so that they could arrange for their activities.
As a decision arrived at by the members of the session, the next full session will be held March next year, but the exact date has yet to be finalized and members will be informed as soon as possible.
Members, this session is the first time that the
mainland members and the Hong Kong region members work together for
the herculean task of drafting the Basic Law. Though we are living
under different social systems, we are brothers and we have the common
goal of maintaining the state's sovereignty and the stability and
