House of Commons had a full opportunity to debate the agreement on 5
December 1984, and the House of Lords on 10 December 1984. Both
Houses passed motions approving without a
division HMG's intention
to sign the agreement. Ministers can recall these debates in order
to limit further discussion of the agreement's detailed provisions, as opposed to the draft legislation itself.

An appendix to these notes lists the general questions, not
directly related to the Bill, which it is considered are most likely
to be raised in debate and provides 2 suggested line to take Ministers will also be provided with a comprehensive list for supplementaries covering every aspect of the Hong Kong
