House of Commons had a full opportunity to debate the agreement on 5

December 1984, and the House of Lords on 10 December 1984. Both

Houses passed motions approving without a

division HMG's intention

to sign the agreement. Ministers can recall these debates in order

to limit further discussion of the agreement's detailed provisions, as opposed to the draft legislation itself.
