(b) Hope no need for large Chinese military presence in Hong

(c) HMG should take initiative in launching "Operation Haven".

(d) Action should be taken on social injustices (eg Housing) before

1997.

(e) Every effort should be made to guarantee freedom of religion.

Nationality: UK is incurring virtually unlimited liability to

cede to pressure to resettle BDTCs in UK; profound mistake to

represent post-1997 status as continuation of BDTC status.

(a) Drafting of Basic Law not within power of Parliament and it

would be wise not to be transfixed by this issue at present. (b) Unable to raise all views in Assessment Office report in this

debate or in debate on legislation. Need annual report by JLG and

Parliamentary debate. Also regular monitering by Select Committees

on Foreign Affairs.

(c) Representative government White Paper proposals unduly

cautious: Hong Kon Government must consider direct elections in

1987 review: reform of government mus. be accompanied by administrative reform. Need for accountability.
