This
submission considers what measures should be adopted in
order to contain and if possible resolve the problem of Vietnamese
refugees in Hong Kong. I suggest that decisions on it should form
the basis of our posture on the report of the sub-committee on race
relations and immigration (SCORRI), both initially
discussion
with the Home Office and eventually publicly. The SCORRI report is
being submitted in parallel, and the future of the closed camp
policy will be considered in that context.

I recommend that we adopt a three-pronged policy as follows:
(a) Increasing departures

We seek to obtain agreement that the UK should accept
greater number of Vietnamese refugees from Hong Kong on a
regular and continuing basis, and then, basing ourselves on
our decision to do so, we make a maximum effort to persuade
other resettlement countries to increase their uptake.
