BACKGROUND
1. Mr Rifkind is aware of the background to the future of Hong Kong. The Prime Minister and the Chinese Premier Zhao Ziyang signed the agreement in Peking on 19 December 1984. A summary of the main
provisions is attached.
2. The Sierra Leone Government did not show any particular interest in the Sino-British negotiations and received no special briefing from us. We did however, ask our High Commission in Freetown to brief appropriate governmental contacts when the agreement had been initialled on 26 September 1984.
