COMMENTS ON HONG KONG CHECKLIST DATED NOVEMBER 1984

Section I: Constitutional Arrangements

under preparation in Hong Kong.

iii) You may wish to add to (f) the need in the medium term to

carry out the 1987 review on progress towards Representative

Government.

Section II: Legal System

In (b) you should remove the reference to the FCO and replace

it by the United Kingdom.

There are many departments outside the FCO who will be concerned with the extension of future UK legislation to Hong Kong. We should

like to see your proposals for dealing with the whole question of the localization of legislation once they are prepared.

Section III: Judicial System
