Thank you for your letter of 16 November enclosing a checklist as a guide to the action that needs to be taken in Hong Kong to implement the agreement and to prepare for the establishment of the Hong Kong SAR on 1 July 1997. I am very sorry that it has taken so long to reply with our comments: we have had to consult widely outside the department.

The checklist seems to us a very useful and comprehensive guide to future action and we general content with it. We shall of course want to look carefully at eventual proposals under the headings, and this letter should not be taken as definitive endorsement of every detail there! also need to draw up our own checklist of points of purely British interest dealing with such matters as the future of the British Trade Commission and Commonwealth War Graves,

etc.

3. I have set out our detailed comments on your list in the form of an annex to this letter, which itself is divided into sections corresponding to the sections of your checklist. I hope that you will find them useful.
