Dear Chedayn,

On reading the Hansard of our debate on the Second Reading of the Hong Kong Bill I note that I did not in my winding- up speech answer your question on whether BN(O) passport holders would be able to enter the UK without visas.

It is indeed proposed that BN(0) passport holders will have the same entitlements to enter and leave the UK as enjoyed by BDTC passport holders at present. Although BDTCs do not have the right of abode in the United Kingdom, they are able to come to visit or study in the United Kingdom without any prior formalities at all. Certain categories of immigrant from any community, principally those coming with a view to settlement in the United Kingdom are required to establish their claim beforehand, but this will not prevent the majority of BN(0)s, like BDTCS, from freely coming and going to and from the UK.
