I appreciate the further consideration you have given
to some of my proposals relating to unlimited access for bona fide visitors from Hong Kong to this
country.
I am hoping to encourage those with whom I am in contact to obtain such entry certificates, but I hope you may feel able to ensure that guidance notes might take a more positive line in encouraging the use of such documents. I realise that we are looking ahead, but I would also be glad to learn that you have made arrangements to ensure that the question of the use of entry certificates after 1997 has been entered into the FCO's reminder system, and I would also hope that this is a matter which can be put to the Joint Liaison Group.
