1. Mr Luce has seen your submission of 28 December. had no comments on the substance of your draft (which the Secretary of State has now approved for circulation to members of the L Committee).
2.
Mr Luce will be giving some thought over the next few days to preparations for the 9 January meeting, at which Lady Young has kindly agreed to represent the FCO. He considers that the briefing for that meeting should cover the need for clear explanations in Parliament of why we have adopted the chosen termination of sovereignty procedure, and why we are handling the nationality question in the manner agreed.
3. On procedure, Mr Luce believes that Lady Young should be advised to press for all stages of the Bill to be taken on the floor of the House as soon as possible.
4. As far as the introduction of the Bill is concerned, I should be grateful if you would bear in mind that Mr Luce will be out of the country from 9 to 16 January.
