progressive strengthening of representative government in the
territory over the next 10 years. Clearly there are dangers in
moving too far too fast, but the review that will take place in
1987 will provide a good opportunity for asssessing the success of the electoral process that will this year be introduced for
the first time in the Legislative Council, and for determining
how and at what speed the process should develop.
