Visit to Hong Kong of the Chinese Minister
for the Textile Industry
I am sorry that it has taken so long to respond to your telegram No. 26 of 26 February. As you know, Mme Wu is a perfectly acceptable visitor here. We needed, however, to reflect a little further on the protocol.
I have now had a chance to discuss this with the Governor, who would be very grateful if the letter of invitation could issue from your Ambassador. Our thought is that it is reasonable enough for the Governor to write direct to provincial figures with whom he has a special relationship (Guangdong) or whose interests or functions could be said to correspond to Hong Kong's (Shanghai). For him to engage in direct dialogue with Central Government Ministers is perhaps less appropriate. I hope you don't find this too theological! For present purposes, in any event, we might solve the problem via an Ambassadorial letter incorporating a Hong Kong message. If this seems reasonable · to you, perhaps Sir R. Evans would be willing to write to Mmẹ Wu We should find this the along the lines of the attached draft. most helpful outcome.
