The sub-Committee noted that Lady Young planned to visit Peru, Mexico, Costa Rica and Washington early in January.
19.
The sub-Committee gave top priority to a visit to the Falklands (2). This would help demonstrate further the importance which the FCO attaches to the Islands.
20.
The sub-Committee noted that a Foreign Office Minister had attended Presidential inaugurations in a number of South American countries in recent years and was of the view
(8) that we should maintain the practice for Colombia/ín August. As the FCO Minister would also be representing the Community, it would be appropriate for Lady Young to go. The sub- Committee agreed that attention had to be paid to dependent territories in the Caribbean (9) if it were not to appear that we were neglecting them. The sub-Committee suggested
that visit to Colombia and these territories might be combined
in one tour.
21.
Assuming that the Secretary of State (or Lady Young)
went to Greece (paragraph 10), the sub-Committee felt that it
would be very useful if Lady Young could also go to Turkey.
This would follow up the Secretary of State's visit last year and might be combined with the proposed visit to Malta (5) for which the signing of the Investment Promotion and Protection
Agreement offered a peg.
22.
The sub-Committee attached rather lower priority to the
proposed visits to Sweden (1) and Berlin (7). Nevertheless a visit to Sweden would further help mitigate Swedish disappointment at Lady Young's inability at the last moment to undertake her proposed visit this year, as well as demonstrate the importance we attach to the neutrals. The visit to Berlin would underline our commitment to the City, helping to balance the recent visits of other Allied leaders and also the attention which we are giving to East Berlin.
