In brief, in order to meet Regional Government and engineering requirements as well as villager and planned watershed-wide proposed development for San Tin, we recommend the following:

That the existing proposed Route 2 roadworks alignment through San Tin remain in their present proposed position, except at the intersection point of Circular Route 2 and the Lok Ma Chau China Road connection.
That a combined San Tin and China Border access intersection be location six hundred metres to the east of the currently proposed main intersection thus eliminating the proposed half diamond access point to the east of the presently proposed three level intersection and greatly improving overall environmental quality (primarily visual and noise- related) and opportunities for major Old Main Village expansion and improvement in San Tin.
That the proposed new intersection be designed according to "urban" as opposed to the present "rural" roadworks design standards in the form of an Elongated Oval Rotary with a Route 2 Flyover; thus decreasing the size, cost, and resultant impact of the intersection. (The slightly slower speeds
for traffic flowing off this intersection should not affect the east-west flow of circular N.T. traffic and, due to the proximity of this intersection to the proposed Lok Ma Chau border crossing, would not appreciably affect the speed or flow of traffic passing from Hong Kong through San Tin to China.).
That local access to and from San Tin connecting to the eventual San Tin Main, full, and half diamond intersections (in whatever eventual form) be designed to efficiently accommodate a projected San Tin Rural New Town population of 86,500.
Finally, that the currently proposed half diamond access to San Tin on the Lok Ma Chau Border Access Route to China be expanded to provide two-way access to the northern reaches of the San Tin waterhsed. Also that Cassino Camp access be maintained via a local San Tin feeder road connection through the already proposed Western half diamond intersection.
