when they should be introduced. A second

review should be

conducted two or three

years after the first in 1997 to ensure a smooth transition.

(Wen Wei Po): In an apparent reference to Martin Lee, criticised a Legco member for saying that direct elections were needed to ensure a

current political reforms were meant to present a fait accompli for post-1997 HK rather than to achieve prosperity and stability.
