Legislative Council Membership

The basic options are:

adjust the present membership balance as

Unofficial and appointed official membership.

Possible Modes of Direct Election

individual constituencies, using the D.B.

individual constituencies using the electorates

of the present electoral colleges, which would provide

Modes c) and d) would directly parallel present D.B.

elections and indirect elections to LegCo respectively, which

would be confusing and could evolve the argument in respect of

d) that indirect elections should be dropped.
